À partir du 17 février 2000, une nouvelle Constitution défini que l'Union des Comores possède un président de l'Union et un président pour chaque île. Les présidents de l'Union doivent être tour à tour origine de chacune des îles. Le Président de l'Union est élu par un scrutin populaire pour 5 ans.
